John B. B. Freeman School of Business at Tulane University. He periodically serves as an economic development and strategic planning consultant for state and municipal governments and the U.S. Department of Energy.

Allan Fine has spent more than three decades in strategy and business development within the healthcare industry working with Boards of Directors and executive teams on strategic, operational, financial and governance issues. His experience ranges from working with providers, managed care organizations and life science companies to start-up/entrepreneurial ventures. Currently, he is Senior Vice President and Chief Strategy and Operations Officer with The New York Eye and Ear Infirmary (NYEE) where he is charged with developing and implementing the institution’s long-range plan to promote its mission related to patient care delivery, research and education. He has developed a growth and expansion plan including the establishment of an extensive satellite office network, joint venture free-standing ambulatory surgery centers and service line initiatives. Allan also has operational responsibility for much of the hospital’s clinical and non-clinical areas.

James A. Hardy is a longtime professional specializing in life science intellectual property and technology commercialization. James served for 12 years as the founding Director of the Office of Technology Development for the LSU Health Sciences Center in New Orleans. During his tenure, James was responsible for the Intellectual Property assets of the University’s six local colleges: Schools of Medicine, Allied Health, Nursing, Graduate Studies, Public Health, and Dentistry. As the University’s research faculty generates new ideas and inventions, the Office of Technology Development leads the process of recruitment, evaluation, and promotion of these valuable assets. Previously, James was a grant writer and major gift coordinator for the LSU Health Sciences Center Foundation.
